I'm banned from steam for gifting too much?
So, I don't own a pc. I made an account so I could buy games for my friends so we could play through them, particularly visual novels.

I also buy games I really enjoy for myself. Deltarune, steins gate, ect in hopes of getting a way I can play them someday. To my surprise, it seems I'm banned from gifting??? I genuinely don't want to cause trouble. When I googled what was going on, it said steam assumed you were a scammer. It genuinely spooked me. Like, I'm not doing anything wrong right? These are my genuine friends, both irl and online and I love them very dearly and would like to play through my favorite media with them.

Anyhow, I've read through some of these forums before, and some of you are a bit mean. If you could be nice to me I'd apricate that! Thank you!

what message are you getting that it says you are banned
Steam is unable to process the transaction or something along those lines. But whenever I purchase for myself it works just fine. So I refunded those and tried again and it still didn't work ):

Do your friends live in different regions?

No, the person I'm buying for lives literally like next door.

When gifting too much steam might stop allowing you to gift more until you buy some stuff for your account, this is to counter accounts that trade with steam wallet balace (for example you have 50$, so you agree to use it to gift things to someone and they will pay you 50$ or such outside of steam). if I remember correctly this only happens if you were using wallet balance, I think gifting using other payment methods should work regardless, but I am not sure.

Otherwise, your best bet would be to contact Steam Support to see if they can give you an answer
An unexpected error is not banned though. Contact support and ask them about the issue.

Yeah contact support and figure out whats going on. support isnt great but this does seem like an error you can clear up by asking questions. Worst case scenario you get steam support being steam support and giving you a middle finger. But sometimes the fraud system gets a bit buggy.

afaik gifting "ban" might happen if you gift games using only wallet funds. So people who gift their friends a lot, directly pay gifts to prevent that. And limit is quite generous, so it doesn't happen too often. Like others said, sounds like an error that should fix itself and you can contact support if still unsure and error continues.
Might just be something simple, like something bugging in the web browser cache or cookies.
You could try clearing those first.
