Happy to informed otherwise though.
The answer is sorta. The current talk is that Xbox is basically going to abandon consoles as they got their butts kicked and just got done with mass layoffs in their gaming department. Their next release will be a gaming PC running a modified version of windows from their interviews.
So if that happens it will be no different then buying any other PC. You can install any windows software on it.
You'd have to ask them, that is the current plan, and why its called Xbox PC or Xbox on PC. Its going to be running a modified version of Windows meant for gaming that they are developing so the OS might not be available outside of the PC's they sell, or it could be available for anyone to download. No one knows yet.
All we know is that xbox got thrashed, microsoft had mass layoffs in their gaming division and they are focusing more on PC then console no.
To be fair Xbox could have beaten the heck out of all the other consoles for years if they'd just stopped with the exclusives and the crazy controller fetish..
You'd have to ask them, they haven't even settled on a name yet, let alone details like that.
