Fortunately, Valve has seen fit to only pay lip service to this system and implement it in the most basic way, so it's easily ignored for the most part. We can only hope that a way to disable them altogether will eventually be brought to the fore. In the mean time, using SAM to complete them allows for avoiding the pop up without needing to disable the overlay while playing the game. It also has the extra benefit of completely annoying the e-peeners and ding chasers - some to the point of having apoplectic fits over it - which is reason enough to use SAM.
lmao, all this because you can't handle a tiny corner of your screen having a notification for 3 seconds. Embarassing.
