Because many are games they already have or they just feel generous.
Because likely they bought a bundle (from a site like fanatical, or Humblebundle. and are getting rid off the games they already have or don't want anymore. You can build up quite a collection of these keys over a few years of buying bundles. Say Humble bbundle has 3 games that you really want for $20 which is in of itself less than the lowest sale price of any of the games. The Catch? it's bundled with 6 other games you're not particularly interested in.
Or take fanaticals famous BYOB's. There's 2 games you want but you need to pick 3 games from the selection to get the bundle so you pick a gameyou're not interested in just to get the sweet discount on the games you are.
As for why not sell the keys? SOme people do. Most do in fact but a few don't really want to bother with that hassle so just join giveaway threads. Easier, and at the same time there's a good feeling of making someone else's day.
