Because many are games they already have or they just feel generous.

Yea, sounds like an attempt at stealing your account. Might be wrong, and thats fine, but for right now, it feels that way.
Usually it’s safer to do between friends. Places like Humble Bundle give you an assortment of games and sometimes you already have the game. But better to give them the friend link since you will get in trouble if your friend decides they want and try to do something other than redeeming it.
Why?
Because likely they bought a bundle (from a site like fanatical, or Humblebundle. and are getting rid off the games they already have or don't want anymore. You can build up quite a collection of these keys over a few years of buying bundles. Say Humble bbundle has 3 games that you really want for $20 which is in of itself less than the lowest sale price of any of the games. The Catch? it's bundled with 6 other games you're not particularly interested in.

Or take fanaticals famous BYOB's. There's 2 games you want but you need to pick 3 games from the selection to get the bundle so you pick a gameyou're not interested in just to get the sweet discount on the games you are.

As for why not sell the keys? SOme people do. Most do in fact but a few don't really want to bother with that hassle so just join giveaway threads. Easier, and at the same time there's a good feeling of making someone else's day.
