The problem is that many users do not remove these comments from their profiles and thus ultimately endanger other people.
Unfortunately, this type of campaign happens every now and then on Steam. Even group chats are not spared from it.

One month is spam profile comments, next month is demands to log into some site for a tournament, false report support agents... Eventually it goes full circle and spam profile comments get in fashion again.
If I were to block strangers from commenting on my profile I'd not only lose access to a couple of useful purposes for profile comments, I'd also lose my ability to get those obnoxious people dealt with by Steam.
