I know it's not me or Steam as I routinely max out the connection. Not much I can do about it. I could complain on the forums like all of the others have, but it's been years now and this game has never updated well.

Ok, perhaps I do not understand who hosts the patches. Are the games & patch downloads not hosted by Steam? Because if they are, then yes, it is Steams fault.

I seriously doubt that the "average person", who uses Steam, pays for less than a 300 Mbps connection. Seriously, this isn't 2001...I don't even know if any provider even offers a plan that's less than 100 Mbps.
But yeah most of internet providers, say that speed is TO 1Gb/s , not exacly 1Gb/s, i have 2Gb/s and with my solution i provided you with, my download speed never reached 200MB/s , like maybe 130-150MB/s :)
