There are no restrictions about transferring inventory items between two accounts that you control.

There are rules against smurfing in Dota 2, but as long as you're not doing this frequently or to manipulate matchmaking, it should be fine.

The new account got banned today. What bothers me is I own those items and just transferred them to my new account both have steam guard. How can I transfer my items from one account to another legally then?

Transferring items shouldn't result in a ban. What type of ban, and what was the reason given for the ban?

You don't get bans for just transferring inventory between accounts. If that was the case, mine would have been banned long ago. There's more to your story than you're letting on.

You don't get bans for just transferring inventory between accounts. If that was the case, mine would have been banned long ago. There's more to your story than you're letting on.

I'm guessing the smurf detector caught them trying to manipulate matchmaking.

In that new account (banned now), I only played 41 games, won 20, got MVP only twice of out the total games played. In those wins, I mostly played Offlane. Is that even smurfing? I am not that good of a player to be honest. My peak is Legend 1 and dropped to Archon 3 which triggered me to just create a new account. I submitted ticket about it and hopefully find a detailed explanation of my violation.

P.S. Just to add, I'm using GearUp to boost my latency and remove packet loss. Is that illegal? I don't think so, coz it that's the case, even the old account will be banned.

You were only meant to make the account to store items not smurf dota

Still, how did I smurf? I don't understand. I didn't even dominate those 20 wins over 41 games. I only got mvp twice. If I'm smurfing, I should have won 90% of those 41 games right? I'm not hating, I'm just confused what did I do wrong. Should I play different roles and not spam a hero?

I am using GearUp to remove packet loss. That is the only thing I am using. Is that illegal? Coz if that's the case, even my OLD account should be banned, right? So weird.

No one here can look into what 3rd party program caused the ban and Valve will not tell you which one triggered the ban either.
