There is no set number, but if you are are refunding more than half your purchases and/or more than 6 purchases a year, you will likely trigger their fraud system. If you keep abusing the refund system, you can eventually lose the ability to do refunds at all.

You got that warning because Valve have decided you've made too many refund requests based on criteria which are not public.
