I find it's closer to between 5pm-7pm for EDT.

Typically for a few minutes at about 3PM Pacific Time.

Today it started roughly 18:10 for me. So I guess I should backtrack from my previous post and say between 18:00 and 18:30 on Tuesdays and it last between five and fifteen minutes...
