Then you have to wait, nothing can be done at Steam's end.

You'll have to go through Ubisoft's support. That information isn't available on Steam's end. Try reading through Ubisoft's help articles. Try your favourite search engine if you need a link.

Accounts being linked to Steam are not on the Steam side.
So you need to go to Ubisoft account management to unlink the accounts.

I manage to recover my account TODAY! this is all you have to do before long battle with those useless support!

1.Make sure you had chose to receive a notice from Ubisoft through mail and no one access to your email address prior to the account hijacked as it will make things more complicated.

2.Understand Ubisoft account security process.
In order to make a change an important information of the account like Email address and Password, Ubisoft must sent the verification link to the current address first! After verifying process is completed, a notice in account information changed will be send to current email address to reconfirm the changed if the password or email address change is occurred. Usually the password will be the first to be changed as The hacker must login the account before make a change in email address. If the login is succeed, another notice from Ubisoft will be set to current email address. At this point it might be to late to intervene but if you manage to prevent The hacker it mean you're really lucky.

**My account was hijacked by the hacker requesting for password reset and illegally access to my email address to verify himself and changed both associated email address and password but a notice about changing email address and second verification link is not came which I think is against the security process. I used this to strike back at them later***

3.Gathering your proofs is a CRUCIAL PART for recovery your account. you will need to screen capture these following proofs ON YOUR PC WITHOUT CROPPED Anything You need full screen capture only on PC. No crop is allowed so beware any of your personal information. preparing as much as possible if not all of them.
-Collected all receipt from steam purchase history INDIVIDUALLY as it will show this important detail (Transaction ID/ Product name/ Purchase Date/ Price)
-Find Steam product CD-Key
-Your original email address that created the account and account name
-All Ubisoft notice mail you receive when the hijacked is occurred.
-All platform that linked to the account such as Steam (Steam ID, profile), 2FA, Phone number, Authentication App
-Screenshot from your game while playing
-Anything else you seen fit to your situation

***MAKE YOUR BEST in this step because if you collect you proof but wrong way or didn't collect a crucial detail such as Ubisoft ID, the step 4 onward will become wasted.

4.Draw the timeline prior the the hacked what happened, when and where. and preparing to issue a ticked to Ubisoft support. draft you message well and DO NOT to use any aggressive word or harassment.

5.Created a new Ubisoft account using a different email address to issue a ticket to Ubisoft support. DO NOT issue a ticket to them by email address that is not register to any of Ubisoft account included and original email address as it will be treat as spam if used too much and the AI will auto-respond rather than human staff.

6.Issue a ticket to Ubisoft support team through Account Recovery Form TOPIC : Account Hacked or Taken Over and sent them all proofs you have if the limited is allowed. The support will contact you around 20-30 minutes later and the sequence will be
Reply 1: Asked you to login normally
Reply 2: Send a verification link to Hacker Email address (The current associate email after the hijacked)
Reply 3: Asked for additional proofs
Reply 4: Rejected your request and close you case
If the god is on your side, your might get into contact with professional support or Critical Issue Specialist who understand a situation and you issue will end in around Reply 2-3.If not, this is gonna be long road to take.

***Sometime the Reply 2-3 is skipped to Reply 4 depending on what you message to them when submit the Recovery form***

7.BE PERSISTENCE BUT PASSIVE and BE PATIENCE. Redo a step 6 every 1-2 days. Do not reply their mail if not necessary. Redo this step around 5-10 times or until it become clear that support team didn't bother to what you told them or what proofs you send to them then collect every all mail reply from support team and all case number.

8.Seek help from the 3rd party organization as a last resort by submit the complaint against Ubisoft and used everything you gathering from step 3-7. The 3rd party organization I seek for help is
1.Better Business Bereau (BBB)
2.Signal Conso
you can find if they are more organization like these.

9.follow their responded. If the solution is satisfied...Congratulation!. If not, REST for a while until your mind is ready for another battle and redo the step 6-8 until the wold is come to an end.remember PERSISTENCE but PASSIVE and PATIENCE.

BEST OF LUCK!
