[SOLVED] Steam Won't Download Game Updates (or games)

I have tried everything that I can think of and every "solution" that I've found on Steam Community, but nothing that I do fixes the problem. My Steam will not download any game updates. Here's a list of what I've tried, none of which have made any difference:

- An absurd amount of patience and waiting

- Cleared my Download Cache

- Changed my download location from the default to "Russia - Moscow" (sounds weird, I know, but some people said that it fixed it for them)

- Re-installed Steam (was really reluctant to do this, because I knew it would delete all my games and I REALLY regret doing so, because now I have no games at all)

- Re-installed Steam AGAIN; this time, though, I removed EVERY instance of Steam and my games from my computer first (I saved all my game data to a flash drive beforehand)

Now that I've re-installed Steam deleted all my games and the problem still isn't fixed, I'm completely without any of the games in my Steam library.

P.S. Also, for the record, my Internet is DEFINITELY NOT the problem here, nor is my computer. The problem is 100% Steam. I've not downloaded anything untrustworthy recently, so it couldn't be that, and my Computer can still download things just fine also (such as iTunes, the Steam downloader, etc.). I don't mean to sound like a jerk, but it's just that I've been told by forums too many times in the past that the problem is probably my fault or the result of some other completely unrelated source, and they always end up wrong.

So please, only real, actually helpful replies. I just want to be able to play my games again.

Do you have any programs that interfere with Steam?

No. (unless Google Chrome interferes with Steam)

I just checked it (didn't know there was one), and I have Avast! Antivirus, I'll try to see if that's causing the issue.

Status Update: It didn't fix it.

Did you restart your PC after uninstalling it.

I don't plan on uninstalling Avast. It's my Antivirus. I just added Steam to its exceptions list. I'll try restarting though, anyway.

Well, there are greater AV's than Avast but it's your PC.

Well, there are greater AV's than Avast but it's your PC.

I'm sure there are, but I'll stick with what I know. Also, after adding to the exceptions list, it seems to be installing Amnesia: The Dark Descent much further than it was before. It was only getting to 18.3 MB and stopping, but now it's past 300 MB and still going. Thank you so much!
