See this comment for an explanation.

Semi-technical explanation, two problems I found: The address that is supposed to accept the upload requests is still being invoked as HTTP, and SSL on that server appears to be misconfigured. Edit: Something crossed my mind and I checked the URL again. It uses a non-standard port, so trying to just change the URL from http to https was confusing Firefox. I'm not sure if SSL is missing or available on some other non-standard port number, but either way the image submission form is still broken.

Your solution doesn't work for the OP's problem (so I'm not sure why he indicated that it did). The solution you describe only works on guides and the like, not images for workshop creations. Uploading images on the workshop doesn't allow tags.

The only known solution to the workshop image problem right now is using Steam through Internet Explorer, but even that isn't working for everyone.

Ultimately, Steam just has to get their act together and legitimately fix this.

I was able to upload images to a Workshop entry by telling Chrome to allow mixed mode content for the page. Look in the right hand edge of the url bar, next to the bookmark star, there will be a grey shield (you may need to click the Upload button before this appears). Click on it and click "Load unsafe script" (or something similar). For Firefox or other browsers search for how to enable mixed mode content.

Obviously this is bad and you should never do this anywhere else. You're telling the browser that even though the site claims to be using HTTPS, it's ok to let scripts on it communicate unencrypted via HTTP. This is just until Steam fix their screw up.

You're right, my post shouldn't be marked as a solution. I think I inadvertently conflated two issues that seem to have the same root cause but are probably separate, and I stand corrected that the workaround I linked won't work for workshop content. But both of these issues are on Steam to rectify, and at least it's been brought to their attention.

I can confirm that I was finally able to upload a picture using this method, it works you just have to wait a little after clicking on the shield, for non chrome users like me, the shield will only apper after you have selected your image and clicked the upload button, after that check the url bar and the shield will be there.

This worked. Select your file, click upload, click the shield, then try uploading your photo again. This is the actual solution. If OP could please mark the quoted post as the solution.

worked for me too, thank you!
This is very annoying!

Which version of IE are you using? Version 11 does not handle Steam website very well and I can't get it to work with Edge D:

I have discovered that there isn't a problem uploading an image, wait for it......

The problem arises when trying to load a second image.

I am working on a guide and I can delete an uploaded image and then upload a new one easily, but I can never upload a second image.

Image uploader for guides don't work either
Anzac Joe 9 Apr, 2018 @ 8:18pm
confirmed can upload using microsoft edge on windows 10 by clicking on the shield icon in the far right of the url entry window and viewing all content for the page, uploading after this works.

I just encountered this problem today, sadly I can confirm the "use IE" solution was the only one to work for me (with latest IE on win 10)...
I just noticed falconne's solution for Chrome now so I will try it too.

EDIT: Chrome workaround works too, thanks for the tip.

Instead of necroing a thread, how about you look at the more recent ones where the situation is different then the one in the topic here?

I am having the same issue. Has there been any progress or new suggestions for effective workarounds? I have tried all the workarounds I've read about, still no luck. Surely someone who HAS been able to upload multiple images can help out, from what I see on the Steam Workshop it is not a completely universal problem. The majority of submissions seem to have mutliple images and videos.
