Glad this to hear this is not just an isolated issue, though this sucks.
(Selecting "Manage Reviews" draws a loading icon, which soon disappears, leaving an empty list - no reviews are populated. "Create New Review" seems to work enough to allow a new review post, but if you want to edit it by using the search function under the Manage Reviews section, it will not pull any titles up for individual editing either.)
Contacted Steam Support regarding this issue and have yet to hear back.

Yeah, the list bug has been around for quite some time:
1) I believe it autosaves, so if you click "Save Changes" after this, and more than once, you will have multiple lists of the same name.
2) You may notice that you are unable to delete these duplicates.
3) In order to remove lists that do not want to be deleted, you will have to go in and edit each one, changing the header/name to something like "1" or similar (without quotes). Then you will be able to delete them from lists.
Damn it, Valve. Why the Steam Community is so broken?
Huh. I haven't had the problem deleting the duplicates. Maybe it was a bug they fixed and broke something new while they were at it?
I guess I picked the worst possible time to start making lists. :(
