weird screen glitch in games by valve
Whenever I boot up something like GMod and/or TF2 it would have this weird screen glitch where the top of the screen has a flick thing.. Anyway to solve this? (Any other game that isn't by valve is completely fine..)

Make sure that your source games are updated, verified, and running at the correct resolution. Not sure exactly what you mean by "flick thing", but you should also look at other video options that affect screen quality, size, refresh, and the like. Not saying this will fix the problem, since I don't really know what the problem IS? (also of note, I know my portal install has something funky that a streamer also just had, with flickering textures on portal surfaces? so that's ... I dunno maybe it's just a source engine thing right now.)

The screen kinda phases in and out, it stops when you take it out of full screen but I can’t seem to change anything regarding resolution to fix the problem.
