Declines are usually caused by either mis-matching Billing Address or fraud prevention when having enough funds. Else, contact your Bank.
contact your credit card issuer. your credit card issuer declined the transaction. Ask them why
I dont see in that error where it says "post on the forums"

That aint the issue Im afraid. I had this exact same error error message pop up in the past with 2 other cards and paypal (using those 2 other cards). So, this issue is on Steam.
Im pretty sure if it was my card\bank, then I would have gotten a notification from the bank (it has a pretty decent mobile app which details all transactions and stuff)
Why the hell does only Steam has issue tho?
Epic, Battle.net, Ubisoft and even that trashpile Origin has no such problems.
Hell, not even key resellers have this problem for me.
The error literally says "Your credit card information has been declined by your credit card company", which means Steam can't complete the transaction. You already own 17 games, so what changed between then & now? If your billing address changed, you must use the accurate billing address tied to your card.
Else, again, call your credit card company.
Keep in mind if those keys are stolen, the Developer may have Steam revoke all stolen keys, which means you'll be out of a game entirely if the key is illegitimate.
First thing to do is to try the transaction AGAIN and double check the info is correct before submitting. If it was wrong the first time it should go through. If it was correct the first time it will just get declined again and then you call the card company
