This is usually just it has problem communicating.
So what you can do is DO NOT keep bangning away trying, as that can trigger a 24 hour lockout.
Leave it several hours and try again prefereably when it's less busy. If it still doesn't work then ring the card provider in the morning to check everything's OK.
So I done it every day, until this morning i contact the support and this is what they answer me :

I tried same payment method with other store and it still worked. And i contacted bank too...Highly suspect the issue is from steam instead of my card
So you have one choice - get another payment method if you want to use it here.
You can still use that elsewhere.
I'm going to necro this post because I am also from Singapore using a debit card. It seems steam is using a generic response because 2 years later, I got the same exact response as you. I continued talking but got a generic reply that essentially says "not my problem".

Also, my last bought item was literally less than a month ago.
Support is useless with their copypaste answers.

Also i replaced my card thinking it was a card issue. Same thing.
Called the bank they are not aware.
I literally used that option less than 3 days ago, my first time using PayNow on steam, and they gave the same reason: "... We only keep detailed payment information for a short time."
