What does the Downloads Disabled error mean?
One of my discord friends is having trouble installing GTA4 due to getting this error. I didn't see anything about it on a Google search so I figured I would ask here.

never seen such error but gta4 original has been replaced with the complete edition which is a whole different game/entry. so which one he try to install?

Which platform is your friend having the issue on and is this the exact error message or has it been translated?

He has the complete edition on steam and he's on PC

It says "An error occurred while updating Grand Theft Auto IV: Complete Edition" (downloads disabled)"

goto steam/settings/downloads
enable download while in game
