by going to task manger and exitimg from steam
then entering again
see what happen
Start steam in admin by right clicking the shortcut and selecting admin privileges. Once steam loads check for updates by going to the steam menu at the top left corner of your screen and select check for steam client updates. Once your done that move to the game library and see which one is downloading or at least checking for updates. If there are some that are downloading move to the downloads page and stop them by clicking the pause button. Select the one you want and un-pause it. It is necessary to pause it first.
I sometimes get this happening and what I do is pause the download and then start it again. what's happening in the background when downloading is steam is also installing the game, so your going to have to wait while your computer finishes the install. you can check to see if one is still installing by going to the task manager in windows by right clicking the taskbar at the bottom of the desktop (where there is a blank space next to the icons.) Look for cpu and drive on the performance tab or just watch the processes on the cpu sorted line by clicking under the processes tab “cpu” or drive.
This probably will work because I think it’s just taking a long time to install things and steam may need to update as well. If not, I hope you have better luck.
