STEAM won't download or install ! help please (REWARD)
Okay so I've been ignoring this problem for months. I don't think its an issue with my internet as I am able to download and install games perfectly on other platforms such as origin.
Whenever I try and download anything; that can be a game, workshop content, dlc etc my download will start at 4-8mb/s then after a couple seconds drop to 0 then continue on like that and every 10-20 seconds it will bump to 400kb or something and then back down to 0. I tried backing up some of my games and resinstalling steam but now steam doesn't even recognise the games and when i try and show it the speeds are so slow that I can't get it to work.
For reference Im trying to make steam recognise my fallout 4 and I hadn't downloaded the new dlc yet so i think thats what is interfering with that.
Anyone know how to fix this? i've changed download servers at least 10 times.

try restarting steam
by going to task manger and exitimg from steam
then entering again
see what happen

restarted steam about a million times over the past few months to no help. I just tried again and ran it in admin mode, and managed to get about 1 minute of stable downloading until it dropped completely again.

it happens to me sometimes. It always best to start your pc from a cold boot. that's to say it's shutdown then wait 5-20 seconds and start it up. when you sign into windows you should wait for a min or two to let the background app start. It may need some windows updates too so just do something else for that min. Like, check for updates on windows and maybe clean your pc with windows tools cleanmgr.exe You'll have a better preforming pc after this.

Start steam in admin by right clicking the shortcut and selecting admin privileges. Once steam loads check for updates by going to the steam menu at the top left corner of your screen and select check for steam client updates. Once your done that move to the game library and see which one is downloading or at least checking for updates. If there are some that are downloading move to the downloads page and stop them by clicking the pause button. Select the one you want and un-pause it. It is necessary to pause it first.

I sometimes get this happening and what I do is pause the download and then start it again. what's happening in the background when downloading is steam is also installing the game, so your going to have to wait while your computer finishes the install. you can check to see if one is still installing by going to the task manager in windows by right clicking the taskbar at the bottom of the desktop (where there is a blank space next to the icons.) Look for cpu and drive on the performance tab or just watch the processes on the cpu sorted line by clicking under the processes tab “cpu” or drive.

This probably will work because I think it’s just taking a long time to install things and steam may need to update as well. If not, I hope you have better luck.
Hello i hope that i can help you, i haved the same issue with the downloads, i went to the task manager and finished the windows telemetry process, that worked for my, the telemetry process pause all the downloads and write tasks until it finish
I literally have been dealing with this for years
