To the far right of a users name(not the arrow immediately beside the name, on the other side of the post) there is a down arrow, click it then you will have the option to reply (like I just did) or report a user for breaking the forum rules.

there is one more question, I have no such arrows in the manual is written another person

There is no such arrow. There's also no reply box at the bottom of the last page like there is on this post. Help?

Where are you trying to post? It sounds like you do not have permission to post on that page. The quote function only works on the discussion forums to the best of my knowledge, and appears in the top-right corner of another user's post if you hover your mouse over their post.

THIS...many make this mistake. Also, be sure you know about the edit feature please. .....the little "pencil" icon. You can edit your posts when that is necessary.
