speedtest,bad packets,antivirus, netcard driver update, spare pc, this is seen as my main pc or can i confirm its on 2 pc and maybe my ISP is then issue from isp into steam, change dl zonw wont work if this is own ISP, youu cant aka matirx another way then its own first jump that is the issue at ISP.

nothing prevent you from use a friends laptop you know work at hes place and test own connection ( same as spare pc, but try see it as so you dont make same mistake 2 time or have same security app other then windows defend, that can be seen as so well tested by millions, i ahve nothing agaienst other security app, but you want stability now, untioll you figure out what cause this. ( same as, lets say if my laptop work at your connection then i bet you will accept im busted ) that is what you try to investigating. and why 2 pc in a home is better then 1 only view,
and you still need dl speed as test , sure go ahead use table or mobil, but know the diffrence in wifi and GPS connection, sometimes user forget such. and why pc is a better test bandwide vs own pc.

I am not using wifi, I am using ethernet. And I have also tried using wifi. I don't think it is my ISP since it works fine on other platforms like epic games for example but I don't really know that much about network connections so I might be wrong about this. By "netcard driver update" I assume you mean to try to update network driver. If so I already tried that. I also tried netsh winsock reset but forgot to mention it in my post.
I am now going to try safe boot mode.

dont forget just because we do all here and lets say no other have a idea, nothing prevent you from contacting own ISP and steam support, its you as user that need to do all right and have a idea on the test ways, and as i said , if my old 10+ years old crappy laptop work at your place then you are busted, do not ruleout simple test like spare pc, thats mean ISP is not the problem or steam, and i dont sit and recommend start over with new OS or whatever and then later someone said why dont yuo do CCleaner or other things like that.
just because i dont say all i do, dont mean i can see your pc stuggle with performance issue.

only crapy person advice "dont fix it if it aient broken" thats what a hacker say to all other, so he can hack them, and we are not allowed to be funny here, but there is truth in that.
then you get enough, try role back to previous system restore point then it worked, that dont explan what cause this, but any server dude with snap of image know exatly what that is, get online asap no matter what, so many ways to fix it. even repare connection at desktop , laptop user know this repaire network then it dont work, might also be a solution we just forget it here as desktop user.
if you build your pc right with games on multi disk then reset OS is wayfaster then you had enough of this issue, and that why you want to know is it my pc or not before you do such.

How to switch Steam's download information from bytes to bits
Go to Steam > Settings > Downloads tab
On the Downloads tab check the Display download rates in bits per second box
I have not done the safe boot mode thing yet but I did notice something whilst updating and that was that my hard drive is on 100% whilst my ssd is on 0%. Even though the game is installed on my ssd and being updated on my ssd. I checked after the update to see if my hard drive wasn't just at 100% all the time, and it wasn't.
I have only see this then low disk space then it move to other diak , i can tell you this because anything lesser then 100gb it might swap default around.
Problem i did not crash, i just notice near full issue. ( other data was move and i set things strait again )
i move ofc. my Fallout4 to SSD for faster loadtime in all zones ingame and then it was a issue with default disk.
soon 500gb is seen as most have free space, i cant tell if this is the problem more a heads up if it is.
but now you get it, only you can see what the heck is going on there.
i can revers this and say most dont have any issue then disk was new and empty, its so rare you get caught in disk is the issue, aient working as it should.
dont use last 200gb its been said by many and me
old win7 advice was red color near full disk bar on 2TB disk. thats a NO GO
im not sure how win10 or win11 do this i dont even test for such. not as a gamer
1) your CPU
2) your disk IO
3) your anti-virus
Steam downlaod the small patch to you functionally instantaneously. Your disk and CPU cannot keep up with the read/write cycles necessary to patch the files. Anti-virus programs can futher degrade patching speeds
Watch your performance monitor for your disk. I guarantee its at 100% utilization, meaning there are literally zero IO left to do anything.
Note that even on SSDs Steam's patching or just delta patching in general is the worst case scenario for IO. You will never reach the 'advertised' speeds because those aer only for sequential reads.
Also note that many low/cheap SSD depend on a relatively small cache to give you 'fast' performance. Patching a game, especially something like Apex Legends, will saturate your cache almost instantly. Meaning steam is functionally waiting for your slow QLC SSD to write out its cache to disk which is where you see your performance tank. Also note if you have SLC cache then again, because steam's patching consumes lots of temporary disk space, you are likely to run out of SLC cache quickly tanking performance yet again.
This could be an issue with a new PC, but it could also be caused by something recently installed or updated.
I think you already figured out the cause of the issue.
Could you explain how you have your system installed? Basically on which drive is Windows, where is Steam installed, where is your Steam Library, and on which drive are your network drivers?
Also which drive holds your Appdata folders? (Appdata\Local and Appdata\Roaming)
and which drive has the ProgramData folder?

First, you need to know that Steam uses Chrome (the browser)
and javascript to innitiate the download (likely at least)
This means that it will temporarily store every bit of data downloaded in one of the user directories, and I am guessing the one associated with All Users (because of the Steam Client Service).
So it uses your main drive, or at least the drive on which Steam is installed on, aside from the library's location drive.
and yeah... it then moves the parts to 'downloading' in the steam installation directory. (There is a back and forth mess going on basically)
I don't think this has always been the case but it has been like this for atleast a year or so. Which is about when I got my hard drive.
I have 3 drives. 2 of them are ssds and 1 of them is an external hard drive. Windows and steam is installed on my C drive where my appdata and programdata folders are. I was trying to update apex on the D drive which is my other ssd.
If it downloads where steam (C drive) is installed and then moves to the download directory then that could be my problem since I only have 10 gb out of my 237 on that drive. Which breaks the 10% rule.
My chrome download directory is on my E drive (hard drive) but I don't think that should change anything. When I was updating apex on my D drive, my E drive was at 100% all the time but my C and D drives where at 0%.
Edit: I just went and checked in my steamlibrary folder on my E drive and in the steamapps folder the downloading folder was last updated 2023-08-08 23:14 which was when I finished the update of apex legends. The same folder on my D drive was last updated on 2023-08-06 12:14.
I don't know what this means but it could mean something.
Another edit: I just started updating dead by daylight which is installed also on my D drive so I checked if the steamlibrary -> steamapps -> downloading was updating on my D drive and it wasn't. This was not in there before doing the update and just arrived when starting the update. The same folder on the C drive has not been updated.
never do that while it writing, any tech person can tell you that,, and even windows have a unmount functions ( aka remove USB device ) so that a NO GO,
but do you have a issue with multi assigned drive letter, i have seen a camera flash card take other place , and then you attach disk then it will be diffrent drive letter, not sure such was possible then steam detect it first.
and can you reproduce the wrong order or what has cause this. ( there is a reason i and other ask, you are not the first that some how get in trouble, with disk and as i said claim to write to wrong disk. i only ask so you can help other with it could be a huge difftrence in patch update and install a game, i always get a choise in what disk i want it install it on so it cant be that, i think most be a update issue maybe. gl with it OP if you want to help with what cause this in the first place.
None of this helped me. The problem in my case was that my laptop has 2 drives, one SSD and one HDD. When i purchased it i had my steam games downloaded to the HDD since it is 1 TB compared to my SSD which is 256 GB... I had noticed that my updates were slower so i changed the games to be downloaded in the SSD in order for the updates to be faster BUT some game files were still kept in the HDD, so the game every time it updated was using both of the disks and this caused the update to be very slow. I uninstalled all the games i had previously kept in the HDD, removed my HDD in the steam storage options (where it said 0 games installed but still some files were kept there) and reinstalled all the games in the SSD and it was fixed.
As an example i have PUBG. The game almost every month has a big update and it requires changes in almost all the game, which means that if the update was 5 GB the changes in the disk were around 35 GB.. So even when i had finished downloading the update it still took many hours to install it, since i had 2-3 MB/s disk usage speed. It kept bugging me since i had it moved in my SSD but some files were still in the HDD, where i had it downloaded the first time. I noticed that every time there was and update, my HDD was at 100% usage (checked it in task manager) and i guess this was causing a bottleneck ...
In conclusion, if you happen to have 2 disks on your pc/laptop be sure to check (via task manager) whenever your games are updating if both of your disks are being used, this means your HDD is bottlenecking your SSD and this causes your updates to be super slow.
