How does Steam keep track of time played with a DLC for refund purposes?
Lets say one day I play the game for 3 hours. I then close the game, buy a DLC for it, and play for 1.5 hours.

Would I be able to refund the DLC if i dont like it, seeing how 1.5 hours is under the 2 hour limit? or would the 3 hours that i'd played earlier today prevent me from doing so?

DLC time starts the next time you launch the game after your purchase.

DLC purchased from the Steam store is refundable within fourteen days of purchase, and if the underlying title has been played for less than two hours since the DLC was purchased, so long as the DLC has not been consumed, modified or transferred. Please note that in some cases, Steam will be unable to give refunds for some third party DLC (for example, if the DLC irreversibly levels up a game character). These exceptions will be clearly marked as nonrefundable on the Store page prior to purchase.

It tracks the time since purchase of the DLC. It doesn't matter how much you played before that, just as it doesn't matter whether you actually use the DLC after purchase. If you play more than 2 hours after purchase of the DLC (or are more than 2 weeks after purchase of the DLC), you don't qualify for a refund.

You should be aware that not all DLC can be refunded regardless of playtime, e.g. character level ups that are used right away

I'm trying to refund Black Ops 6 on Call Of Duty, I played 6 hours of warzone but I haven't touched BO6. Steam keeps rejecting my refunds for BO6 as my playtime for COD in general is over 2 hours. Please someone help me figure this out because I've sent a request 6 times and not a single human has reviewed them.

Make a manual ticket.

Choose "I still have a question..."

Explain the entire issue carefully.

And hope for the best.

Don't touch Call of Duty HQ (none of the titles, including the free trial for BO6) until you get a reply from support.
