yea we know its odd , problem is he busted himself then it worked with VPN. ( he get past own isp or there partners partner problem and then actual reach steam. ( 100% fact )

contact own ISP support or steam or as OP tried to solve and check own end equipment.

you can all do yourself a favor to mention region and what ISP, and yet it look like a steam issue, except then you use VPN then you proofed it work, and you have own isp into steam issue.
1) Learn some English. Not only do you have hard times speaking it, but also comprehending what others say.
2) He has this issue, but you are referring to me having this issue. Are you alright there?
3) It is obvious we all have different providers, we all live in different parts of the world, can you leave our providers alone now?
4) All we have in common is Steam. Which means that Steam is the source of the problem, nothing else. 𝓛𝓸𝓰𝓲𝓬!

Now, please, can you do us a favor and stop embarrassing yourself with your ISP nonsense?

Also, I am not here for support, but to confirm it's not just me and that the problem isn't on my side.

The problem may have gone, check it out for yourself. I had a game with «no connection» error in downloads, then at 23:10 UTC it has been downloaded on its own. I tried to download another game and it has been successfully downloaded as well. Same for one more guy with the same problem.

So far so good. I have updated one game and downloaded another, however for me the error was not a constant before. I will try another update and game download in about two hours to see if it is still working properly.

Update:

Still having issues with the Steam Client being almost completely unresponsive during downloads.

Well, that may or may not be related. I didn't have this problem. Perhaps, better create a new support ticket and a new thread.

Although I think I had something like that years ago when I once started Steam as administrator.

Tried downloading games two hours apart and both times it worked. Fingers crossed, it has been fixed.

It happened 3 months ago, I bought gta 5, downloaded it, got my money back, after that, about a day later, when downloading/updating any game, it says "file access rights are denied", then these errors "content servers are unavailable" "manifest not available", "no internet connection", but the internet is there, all pages in steam load, then I ran steam.exe with administrator rights, it helped a little, but still some games start to update, then after a few minutes again and d the same error, you need to press 20 times on repeat again so that it happens the same way
