Anyway, this must be something on Steam's side, because there are already multiple people with this.
if i was you contact own ISP, from US to Vietnam is a long way, np with it works but other steam user mentions unstability doing DL also from US,
its like there been a global fiber update somewhere and somehow it effect some ppl ( i only notice this because also from US.) if that matter at all or region or a specific ISP. he also reboot own modem
gl with it.
atm in this post is

US ( then you can reboot modem, that indicate a Global network update at ISP and there partners )
