Naming and shaming
Hum, I keep seeing people saying naming and shaming is not allowed, however, I do not see any reference to this in the forum rules :

Rules and Guidelines For Steam: Discussions, Reviews, and User Generated Content

These guidelines apply to all places in the Steam Store and Community where users can post content. This includes, but is not limited to, discussions, comments, guides, product reviews, screenshots, artwork, videos, tags, Steam Workshop, and Steam Greenlight.

When providing feedback, posting information, or discussing a product in Steam, whether it’s negative or positive, please make sure you are being relevant, constructive and polite. Developers take feedback from all kinds of sources into account, even though they may not have the time to respond to every post or question.

Please note that Administrators/Moderators reserve the right to change/edit/delete/move/merge any content at any time if they feel it is inappropriate, abusive, or incorrectly categorized.

All users are subject to the Steam Subscriber Agreement and Steam Online Conduct.
General Rules

Do not do any of the following:

Flame or insult other members
Bypass any filters
Abuse or encourage abuse of the Reputation, or Post Reporting Systems
Post personally identifiable information (i.e. name, address, email, phone number, etc.)
Bump threads
Derail a thread's topic
Post links to phishing sites
Post spam (i.e. +1, 10char, rickrolls) or Re-post Closed, Modified, Deleted Content
Repetitively post in the incorrect forum (example: trade requests belong in trading forum)
Openly argue with a moderator
Artificially manipulate the User Review system or voting/rating systems

Off-Limit Topics/Replies

Do not post any topics/replies containing the following:

Porn, inappropriate or offensive content, warez or leaked content or anything else not safe for work
Any discussion of piracy will result in a permanent ban from the Steam Community including, but not limited to:
Cracks
Key generators
Console emulators
Cheating, hacking, game exploits
Threats of violence or harassment, even as a joke
Posted copyright material such as magazine scans
Soliciting, begging, auctioning, raffling, selling, advertising, referrals
Racism, discrimination
Abusive language, including swearing
Drugs and alcohol
Religious, political, and other “prone to huge arguments” threads

No Backseat Moderating

Let the moderators do the moderating. Backseat moderating is when people who are not moderators try to enforce the forum rules. If you see a person breaking the rules, take advantage of the Report () button or simply ignore the offensive post(s), thread, or review.
Report Posts to Moderators

Should you observe a fellow Community member breaking these rules please report the post or item by clicking the Report () button located on every item, post, and review.
Repeated Offenders

Repeated offenders of the above rules and guidelines will be banned from the Steam Community. Any moderator has the ability to ban a user for violating the rules at their discretion

The closest would be "flame or insult", which it is not : at worst, it would be slander. So, can anyone point me to the rule stating that naming (and eventually shaming) is not allowed ?

Post personally identifiable information (i.e. name, address, email, phone number, etc.)

We can also have as many unwritten rules as required.

Erhm, a Steam profile is "personnally identifiable information" ?

lol, point taken ;) ... In that case, maybe try to enforce the existing ones first, like "No Backseat Moderating" which I see all the time, especially regarding the "naming and shaming bit" :p

A steam profile is personally identifiable information yes, you click the profile and it shows you what person you are talking about. :)

If we want to say no naming and shaming on the forum then it's no naming or shaming on the forum, its that simple. If needed we can warn you once so you know before taking action.

Here is your warning. No naming and shaming on the forums, Thanks.

Please report any that you see and a moderator will take a look at it. Thanks.

Fair enough, but I think it should be made clear in the rules in such a case. Anyway, I was just curious, that's all :)

With the amount of information on the internet and people's tendency to stick with an alias, it is very much personal information.

ok fair enough, why in that case, profiles are not systematically locked ? ;)
eram 11 Feb, 2016 @ 5:02am
What does that even mean? A user can set their profile to private and hidden if they want to.
merfab76 11 Feb, 2016 @ 5:04am
This simply means that if viewing a user's profile is such a security threat, why are they not locked (set to private) by default ? ;)

Same reason as all other social media platforms, why isnt facebook banned? it's a massive leak of your personal info. I'm set to private on facebook.

Merfab, if you want to have a long and happy life on these forums, here's the basic principle to live by: Moderators enforce the spirit of the rules, not the letter. If you go looking for the line, you'll quickly find it's already behind you.

Hehe, are you telling me that asking for clarifications on the (spirit of) the rules is bad for my (forum) health ? ;)

No it isn't and never will be. But in my experience, people looking for the extent of the rules and their interpretations are rarely up to something good.
