Think about it. If I accuse you of murder will the cops just arrest you and lock you away for life? No they'll investigate.
Steam, would investigate any reports. That person didn't even report you, even if they did, when Steam investigates it's be done with the first check. You've had 0 interaction with that person so the report is false. Thus Steam would flag it as a fake report and ignore it
Random reports don't mean anything, you have to actually done thing claimed. Mass reports don't mean anything, you have to actually have done the thing claimed.
For example, you and all your friends could report me every hour of every day for trade scamming. But I haven't used the trading system in years. Any review of the report at all will reveal that fact, and it doesn't matter one or a hundred reports doesn't magically create a trade history on my account. Ergo all the reports are bogus, and they all go in the trash.
But the way this scam works is you don't really know how reports are handled, and who knows, maybe every report is trusted by default as true (which is silly) and you're willing to react because better safe than sorry, right? Well that predictable reaction is exploited. And if you happen to know it's bogus, well the scammer just moves on to the next mark no biggie for them. They're casting a net and they're gonna catch some fish, they don't need to catch every fish. You're not the first fish, or the last fish, just a fish, and if you get away unscathed it barely even registers on their end.
