What is a WL STEAM PURCHASE, and how do i get my money back
i was about to purchase a game when i know i had enough, but then it has said that i dont have enough, then when looking at my card account it said that WL STEAM PURCHASE has taken a certain amount of cash from my account, what is this and how do i get my money back?

It means Steam thinks you paid but your bank hasn't been successfully contacted yet.
But thats just a guess.
If you didn't actually attempt to purchase something then make a support ticket and ask them what its about. If they won't help then watch your credit card bills for the next few days and dispute it with your card company if/when it shows up.
Do you have any games with recurring charges?
I do hope you figure out what that 'transaction' is so you can prevent it from happening again, or at least not surprising you anymore.

Was the charge actually posted to your account, or is it a pending charge? More than likely if it didn't go through on Steam's end, then it's just a pending charge and will drop off after a certain number of days.
However, if it is a posted charge, you need to work that out with Steam Support as disputing the charge will get that card banned from Steam. Heck, they used to ban the account from all future purchases, but apparently backed down and now just ban the card in question.

I also had the same situation today, but because of my bank balance, they can't take money from me, but I don't understand why they want to withdraw money without my permission.

They don't. So have you subscribed to any services through Steam e.g. EA Play?

If not does anybody else have access to your account details, either directly on your PC or have you logged into any third party sites, e.g. skin trading or vote for my team type sites? If you have somebody could have stolen your details (phishing) and be using your account remotely.

If none of the above it's possible you either bought something and forgot or somebody has obtained your credit card details somewhere and just happens to be buying something on Steam.

So if the pending transaction drops off I'll get my money back right?
