Black UI problem

when i click the market, library or any other UI Buttons it display a black box thath i can click like if it wasn't black, but when i transfer the steam app in the second screen everything start Displaying the right buttons again.
Sometimes when i put the Steam app in full screen it shows me a withe screen, and when i take it to the second screen it works again, i'm sure taht the screen i'm using is considered the first and i've already tried to disconect the second screen but nothing works.

Delete Steam's web cache and restart Steam. See if that fixes things.

Hardware acceleration. It's the difference whether your CPU or GPU renders web content. This can make a difference in case of questionable GPU drivers (for 2D stuff, they can very well be) and you wouldn't be the first to run into it.

Steam > Settings > Interface >>> uncheck Enable GPU accelerated rendering in web views (requires restart).

well, so far so good, i've did what you said and until now nothing bad is happening

If it happenns again, if its a window, try to grab one of the borders of the window to resize it, or move the window around across the screen. That might help.

ive been having the same issue sporadically since i got a 21:9 1440p screen, and turning off hardware acceleration does not help

Steam > Settings > Interface > Client Beta Participation > Steam Beta Update

Could OP have the old issue with Igpu card and Main card issue here. ?

This isn't specific to Steam; it randomly happens from time to time, on many apps such as the Nvidia App, and it only started with Windows 11 and never happened on Windows 10.

Which means it's almost certainly an issue with Windows 11, not Steam.

It's sad that when trying to google about the issue though all you get back are results about black screens of death or dark mode UI which are completely unrelated to the issue.
