What kind of gift card was it? That sounds suspicious to me. Was it something like "Catch 50$" sent by a stranger?
Is that the full error message or did it also say to contact support?
This happened to me as well and in my case it was my mom who bought the gift card. And no, that is the only thing the error message says.
Like evil boyo said, the error message is only those two sentences.
I contacted support but haven't gotten any response yet.
Tried multiple times today to see if it would go through but still nothing.

Yes. It was the digital card.
Yes its still open, all they've replied with is a cut and paste solution about physical cards.
So this is getting brutally frustrating.
I just wanted to make sure it was a genuine Steam gift card as there is a scam going around with fake gift cards (involving a phishing link).
All you can do now is keep talking to Steam support.
I'm sorry I couldn't help you either.
So unfortunately Steam doesn't even know how to fix this issue. Below is exactly what they told me in my support ticket.
"Sorry to hear of the trouble. This is a new feature so we're still working out some of the issues.
All we can recommend at this point is to try redeeming the digital gift card periodically.
Otherwise the purchaser can reach out to us directly if they'd prefer a refund for their purchase if you're unable to redeem the gift."
So we're basically screwed.
