Inconsistent download speeds
I have an NVME SSD and I noticed that my disk usage is low. Usually around 100 Mbps, while my friend that is on the same network and we are both hardwired, gets 1 gig disk speed. I can start downloading a game, and my friend will start the same download much later and still finish before me. I've tried clearing my cache, changing download region and nothing i've so so far has helped. My PC is newer and this has been an issue for years, even across different computers and networks. My downloads have always taken significantly longer, even if I've had faster internet and I haven't noticed this being an issue on any other client like Xbox or Epic.

Let's rule out background crapware. Start your system in safe mode (for obvious reasons with networking) and report results.

Unlikely to be the cause if it's been across multiple machines, but a quick thing to try is disabling write cache for your NVME drive when using Steam. Some people have found this fixes slow download issues.
