If this is true, the game would have installed in 5 minutes.
Instead it took 90 minutes.

Well.... it could be anything.

The fact is, I know nothing about your computer, nor your internet, nor how everything is connected. I don't know what is running on your machine either, what settings are default and what settings are changed.
I don't know what you installed and uninstalled.
I don't know anything about the hardware and what it interacts with.

So I can't answer 'any idea'. I would have to answer "every idea".
As such, I recommend just using google. So long you remain vague about your circumstances, no one can help you here.

Since you have a western digital black SSD, I recommend testing whether or not disabling the "Write Caching on the device" option does anything for you.

You can find this in Hardware Monitor, then finding the driver for the SSD. Its a setting on one of the tabs. (It might speed up downloading... not sure)

40GiB in 90 minutes that's 60.6Mbit/s averagely -- so yeah now your description is correct.

Your friend's speed has to have been 126.5Mbits/s.
I also see the problem now... because your friend doesn't have Mbit/s displayed as his download speed, but rather MiB/s (MB/s) MegaBytes rather than Megabits.

As mentioned, 1 MegaByte is 8 Megabit, so when we convert the number to MegaByte, you get an average of 17,1MB/s

So that explains the difference and why it seemed slower to you. You mismatched what is measured.

You can set this in Steam Settings > Downloads
The option "Display Download speed in Bits per second" can be toggled on or off.

Now as to why it is slower than you'd expect (when you have the same internet speed)
That could have to do with settings on your computer.

Maybe that is the simplest solution to most of it. Just drag the bar to 100Mbits/s and then set it to 'optimal' in the bottom.

Also make sure you disable the NetworkThrottlingIndex on the advanced tab. (the value should be ffffffff, not a)

Other than this, you can look through your Network Interface Controller's settings, you can find this in hardware monitor.
There are a lot of settings that try to automatically lower power consumption that you can disable.

I recommend disabling the fTMP setting in the BIOS. This means you won't have TPM 2.0 enabled, but the thing is AMD screwed it up a bit so... you get some frame loss while using your system. You may notice this in FPS spikes or just weird lag stuttering.

With this I also recommend disabling BitLocker encryption. This also slows down downloadspeed anyway, but without fTPM it's not as secure anyway + likely you only use your computer for games and don't take it anywhere, so no need to worry about your computer being stolen along with everything saved on it being in their hands now.

If you're worried about data being taken off your hard drive by others, then keep it enabled; but it slows your SSD down by about 60% unfortunately.

I recommend disabling file indexing on your SSDs. My computer, select a drive, then properties, there is a check on that screen.
