Unstable internet times and disk/internet usage
When im downloading various items i run into a constant issue, with it being my downloading times and the usage of my disk and internet.

There are various spikes in internet usage typically when im downloading for various periods of time but it mostly happens on the lengthy basis of things. Ranging from as low as a couple KB's per second to high as 900mbs

one option i have to fix the issue (temporarily) is to restart my computer with an update being paused so i may resume it, then and only then do i get the full power of my optic fibre system being somewhere around 1.2gb's and the disk usage can keep up.

Im using an ethernet ran system and a internal SSD with read speeds iirc higher than a 1000mb's to a gig and a half a second so i dont think its causing throttling issues and my Ethernet cable does not have any damage or corrosion to its connector ports or my WiFi router nor my motherboard. with it being CAT6. and i do not run apps outside of the downloading software

It's down to your:
* Storage device
* CPU
* Anti-virus or other kernel-level drivers
* ISP

Pick one (or multiple).

Steam downloads and installs at the same time.

1. Downloading the encrypted and compressed chunk (Internet)
2. Decrypting and unpacking the chunk (Disk)
3. Applying the diff delta to a new copy of the patched file (Disk) [if it's a patch]
4. Deleting the previous now outdated copy of the file (Disk) [if it's a patch]

Either usage limits the other: Slower internet slows down disk progress, slow disk progress slows down chunk download.
