It is possible steam servers are being DDOS attacked..
With all the problems with games not downloading, slow server things like stuff still in shopping carts still there after buying, and other odd things, i think steam is being DDOS'ed.

This would explain many things like certain games not being able to be downloaded, or my issue where it still shows things in my shopping cart, even though i already bought the item and it shows i purchased and own the liscenses.

A DDOS at the scale of Steam is expensive to set up and quickly blocked. At most, such an attack lasts a couple of minutes. That makes it rather unlikely as the source for the problems you mention.

Yea, but something is definetly going on with the steam servers.

Yea, but it is not maintenance tuesday. Must be there either working on a major update or something.
