Steam has incredibly slow patch times when downloading an update or game. Usually in in the kb/s range. Right now, it is at 0 bps AND maxing out both my drives. My Hard drive and SSD are both be 100 percent used. The installed game I'm updating (ASA) is on my SSD but this happens with all games. It has been doing this since I woke up and turned my PC on this morning. That was around 9:30 am, it is now 6:00 pm as I am writing this. I've had this issue forever and I just want some help or advice. I have done all the things I have seen in other subreddits (disable write cache, index drive, clear download cache, etc). Nothing has worked.
