If you are from China then there is a chines steam version if i remember correctly.
not sure you can use standard steam version.

Anti viurus app is the only thing i can best guess on next. but now you most have thirdpart security app that has even higher security ( make allow rules )

Or a company pc that dont give you admin/user rights to do so.
