You should check your transactions under your Steam account. It's most likely the transaction either isn't there, or it shows as "failed".
There's a reason for this - there's only a VERY short window for the vendor to handshake with the bank/card provider. If the net gets a bit congested or you use a card like yours (one that has to use ANOTHER link in the chain to make payment) it's more likely to fail.
PaysafeCards are notorious for this, for that very reason.
What happens when it fails is that the money on that card/account gets "reserved" - it hasn't actually been deducted. It will stay that way for a few working days in case it receives an update correcting it, which in Valve's case, won't likely happen (this is obviously the same system EVERY online payment uses).
So what to do?
Cancel your ticket with support if this is the case.
You have two further choices:
(1) Ring or contact Paysafecard's support and ask them if they can see the payment has failed their end, and if so can they reverse it. It is unlikely they will as it's usually only banks and a few other really good providers who have the ability, so don't bank on it (it is worth a try though)> if they do, the money should then be available again either immediately or within minutes.
(2) Wait until the "reserved" money is freed. This will take around 5 working days.
However if the money isn't returned you'd have to contact Paysafe about it, since it's on their end.
check the transaction on steam, does it say COMPLETE, PENDING, or FAILED?
