This took me way too long to figure out such a simple answer. And of course I find it shortly after making a post...
Ran a clean boot on my PC where I disabled every start program and app. Started up the games just fine from there. So, I came to the conclusion there was a conflicting program. Enabled a couple, and found out it was Discord causing the issue. I completely deleted Discord and reinstalled it. Still had the same crashing issues after the reinstall when either of the games were open with Discord open. Did some fiddling around, and turned on and back off the Discord overlay for those games. After that, they launched with no crashing. BF2 had a weird bug where it would black screen after my character died and reappear after a few seconds, but that was fixed with simply changing the game from fullscreen to borderless.
Welcome to old news, steam overlay issue with other apps overlay. ( interference )

Most other frequent Overlay is discord and Nvida, but thats dont mean other app can make some, as games we do not have tool app overlay running from a video editor or other designer app. they arer also there.
