Changing the region
I'm currently working in the Netherlands, but I'm from another country. A while ago, I changed my Steam region to the Netherlands to pay in euros, but now I'd like to return to my original region because several games are blocked in the Netherlands. I know that to change the region, I have to purchase a game using a payment method from my home country. Will I be banned if I use a VPN to purchase a game? I should also add that I'm not registered in the Netherlands.

Using a VPN to pretend you are in a location you are not actually physically in, especially to make a purchase because of laws preventing you from being able to purchase said games (probably the ban on lootboxes) is a violation of the Steam Subscriber Agreement, yes.

Section 3-A...

You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to order or purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.

I didn't say I wanted to use a VPN, I was just trying to find a solution. Actually, I was referring to the F2P game Torchlight Infinite, which I wanted to play with a friend. So there's really no way to do this? Do I have to go back to my home country and buy a game?

legally and without possible consequences happening to your account, not really. Nothing we can help you with on the Steam forums.

And yes, it was banned due to the gambling laws in Netherlands and Belgium.
