If you are trying to gift using wallet funds, try using external payment method instead. You've been probably hit with wallet gifting restriction and can no longer gift using wallet funds.

You are not "banned".

Buying gifts with wallet funds is restricted to prevent commercial activity.

Either contact Steam Support or use an external payment method (credit card, PayPal, Paysafecard,...).
