I cannot login on desktop. I get an endless Loading User Data screen.

I cannot play any of my games. This has been going on for a couple days. I think it started after steam had that outage.

What can I do? I’m frustrated and worried. I can’t even do that trick to force offline mode.

Steam uses a distributed, sharded database system. As some of the shards are (still) down, the necessary data of that account cannot be loaded.

Please wait until the system employs backup shards or wait for the affected shards to come back online.

Is that an educated guess or is that confirmed to be the specific issue? If yes, how long is it going to take to resolve? I would like to play the games I paid for.
