2) Valve can and will revoke your ability for refund if you abuse it.
You buy game for $10 you get 1000 Steam points. You refund the game, the SYSTEM deducts 1000 Steam points = $10 refunded.
The system will automatically refund the newest redeem items you have until you have ENOUGH to cover for the deduction for the refunded product. So let say you have 1100 points total, you got 100 from $1 game you bought with $10 game, you decide to redeem emote for 100 points, remaining 1000 points, you decided refund the $10 game, so the system deducts 1000 points, you don't lose your emote because you have 1000 points to cover the deduction in the 1st place, but let say you didn't buy that $1 game, so only had 1000 points, you used 100 points get to emote remaining 900 points left, when refund the $10 game, it refunds your emote to bring back to 1000 points remaining to cover the deduction of 1000 points, that how it works.
