The Captcha is from google so it means Google thinks you're trying to bot the system

Use a different browser if Google is giving you a hard time. Its not a steam problem

If the CAPTCHA keeps giving you an error, try one of the following:
  • Try using another browser/device
  • Disable extensions on your browser
  • Make sure you're not using a VPN
  • Enable Pop-Ups site permission
  • Refresh it multiple times

CAPTCHA is a third party service, so Steam have no control over it. If you're constantly getting CAPTCHA, its likely you're using a VPN. Try turning that off.
