onboard lan card then you also have BIOS and chipset driver issue,
even some board has been caught in port issue that cant deliver the max output.
and in top of this laptop user that still dont get it, balane mode is a reduce performance mode.
those are the most common isssue , and we dont even talk about share line issue. and other device on the network.

That's fine then, that's gigabit, the link speed is your maximum potential bandwidth based on your equipment, if you had a bad cable or bad NIC, it would affect your link speed.
Have you run a speed test to see if your slow speed is system wide or just with Steam?
