Downloading seems bugged.
Hello, i have an issue where my games are showing that are downloading (the bandwidth is moving) but the percentage is not moving, the game stays at 1% for 30 minutes. Anyone else has this issue or is it just me?

I started having same issue last week. Now I cant download any games from my library and cant update them. Also I am stuck with trying to download SteamWorks Common Redistributables. It downloads like 190.5 mb's and then speed of download goes to zero and download halts saying "content unavailable". Same goes for mods for ArmA3 in Steam Workshop.
I tried changing region of download in my settings, clearing download cache, I used command "steam://flushconfig" and tried to delete some of the files manually and run Steam.exe as administrator. I restarted my PC, router and Steam multiple times as well.
As of yet I have no luck and the problem persists. In my 15 years of experience with Steam this is the first time I have anything like this!

Try doing some of the things that I tried. Some people said doing some of them helped out. But I have no luck for now

Yea, happened to me 2 weeks ago when i was trying to download Clair Obscur: Expedition 33, i was stuck for an hour at 1%...then i noticed, tried everything but it would not move. Then i restarted my PC and the percentage started moving. Now, i try a second game within the same month, and again my percentage is stuck at 1%, only this time, nothing seems to be working.

Such a weird thing... At least I am not alone with this issue. Perhaps it is not on my end. But who knows for sure

LOL i changed Region from Greece to UK - London and it worked, it started moving again i am at 12% :) Thanks for the tip!

It's on 85% currently, CyberPunk 2077

Hey, did it work out for you in the end?
It looks like my issue was connected to Win7 usage.
I managed to find a way around but solution is hard to implement.
It is called SteamCMD.

Yes it worked, it got downloaded and now i am playing the game. I read a bit about SteamCMD...it does sound a bit complicated. At this stage, changing the server to another country has worked.
