Report a translation problem
I tried changing region of download in my settings, clearing download cache, I used command "steam://flushconfig" and tried to delete some of the files manually and run Steam.exe as administrator. I restarted my PC, router and Steam multiple times as well.
As of yet I have no luck and the problem persists. In my 15 years of experience with Steam this is the first time I have anything like this!
It looks like my issue was connected to Win7 usage.
I managed to find a way around but solution is hard to implement.
It is called SteamCMD.
