Friend did not reach a human when trying to refund.
The bot acted like the refund being invalid was final. It was not a human message. This needs to stop. He will boycott if he doesn't get the refund. Other people experience it. When you accidentally purchase something and it involves family sharing time, you are screwed. The system automatically denies you. Even when they say "we looked at your request", it's automated. So is there any way to guarantee contact with a real human?

ALL play time is counted and it’s impossible to accidentally purchase something because you have to go through multiple confirmation screens.

If you wish to appeal the rejection, go to your Steam Support page. Select "Purchases". Find the game in question and select it. Choose " i have a question about this purchase".

Using the "I have a question about this purchase" gets the request in front of a real person. The Support agent may still respond with a canned reply, but it's still coming from a person. And if your friend is still being denied through this process, the answer won't change.

You can't say accidental purchases are impossible. Have you seen how stupid people can be? People whined about purchase things faster on Genshin than Wuthering Waves, because people don't know how to add a password to your google play account. -_-

even if you already own the game but not the dlc? sounds more like valve creating a loophole to abuse instead of understanding there was a mistake.
