Particularly for Counter-Strike. For example, when I join a game server. It often says it has no players playing, when in reality, right-clicking and choosing to view server info, it has players.

Just now, when I went to try Counter-Strike, same thing happened, except when I joined the server since 25 people were playing, it gave me 3 players.

Is this some sort of bug or something? Seems odd that it says 0 players when there are people playing, and it redirects me to another server.

I did not download any maps or anything other than the sounds from the server I tried to join. Also this is a clean install. I even disabled Steam Cloud on HL1, deleted the games' folders and reinstalled the Half-Life family of games I have fresh, there is nothing in any of the directories other than the sounds that were downloaded.

I tried searching on the forum and did not see anything on this. Any help would be appreciated please.
