Click on a visible tag on one of the games. It'll set that as a filter for that tag. See another tag to add as an additional filter, click on that as well.
That's the tag filter functionality as it is right now. It doesn't appear that you can type the tag name in anymore.

Can't believe it didn't occur to me to just click on a tag lol, I thought I'd get sent to the store. Weird that my wishlist is stuck on "dinosaur" tag whenever I open it, but still, thanks for the help.
Steam > Settings > In Game >>> Delete Web Browser Data
