Steam is stuck on "Loading user data" after logging in
Hello to whomever may be reading this! for about 4 days now(after I recently did a windows 10 software update), my steam does not boot to library, getting stuck on "loading user data" for a very long time(longest I've tested for is two hours).

I've tried literally everything I can think of and more to fix this: Restarting my computer(several times), deleting steam's appdata folder, deleting the cache folder and userdata folder in steam itself, deleting all of steam's files(moved my games to somewhere else on my drive) and reinstalling manually, manually deleting steam's registry files and fully manually uninstalling steam and reinstalling, uninstalling and reinstalling with the uninstall program, adding firewall exceptions for the ports steam requires to open(HTTP (TCP remote port 80) and HTTPS (443), UDP remote port 27015-27050, and TCP remote port 27015-27050), among other things.

I'm completely stumped as to what is causing this. Steam support and google have not turned up anything useful as well. Steam works fine on other windows devices, on the other partition in my computer, and on other computers I own on the same network, which mean's its likely to do with something in windows itself. Is there anything I could have missed or anything I could do to try and fix this, short of waiting for the next software update and hoping for the best?

Try steams flush cmd ( google how to do )

Or worst case wipe or rename steam folder at windows user user name to steam.old folder

And see if steam can rebuild itself again

Tried the flush command, didn't do anything(not quite sure I did it correctly but I followed google to the letter). I've also completely deleted steam a couple of times already and that hasn't resolved the issue either

Hmm Try old advice backup of steam before you do this.

Either install steam over current installation.

Or wipe steam folder except game folder steamm app and steam.exe , and start steam.exe do it fix itself.

Also other old advice like run steam.exe as administrator one time to see if that can fix itself.

ps.
Do note,we asre many that do not understand why you lost admin rights if this work.

Make sure you do not have other pc issue, ( i could say let's hope you have it and it fix it, because whats next new system maybe. ? ( or safe boot mode )

DISM.exe /Online /Cleanup-Image /Restorehealth
SFC /Scannow
chkdsk c:
chkdsk d:
chkdsk e:

Google how to do, if needed. ( nothing new in this )

also check windows program and feature, more a have you install something that prevent steam from starting, i doubt it but thats why i and other ask this, assum it actual has worked before.

ps.
Some still have and can use a system restore point from before all this, but lately alot of steam user say's they cant roll back to previous point.

Definately have completely reinstalled steam a ♥♥♥♥♥♥♥♥ of times at this point. I'll try the sft scannow thing, actually haven't done that yet. Thanks for your help so far in any case
Hello didn't saw this on GeForce Now forums as spread, but I'm on GeForce Now, what seems to work is logoff and login in the steam app for the selected device, but now not even that's working, since it's not my PC I can't do much, is there something with my account?

OK so it does indeed look like an issue on Steams side of things.
got around it by editing C:\Program Files (x86)\Steam\config\loginusers.vdf
and getting steam to start in offline mode by changing this bit
"WantsOfflineMode" "1"
so change the zero to one on that line.
once steam loads you can go online again.

edit: yup this definitely helps but you need to keep changing the file when it happens.

you wont be able to download anything doing this so its not a total fix

Then after it loads. "once steam loads you can GO ONLINE again."

Just for clarification. Once Steam opens in offline mode, click "Steam" at the top left of the steam app and then click "Go Online..."
