Can't buy DLC - Don't own base game, but I do

Try to buy DLC for American Truck Simulator, tells me I don't own the base game, even though I own it and 47 other DLC.

Steam went down for many people a couple of mins ago, could by why you was having issues with your purchase.

Give it a few minutes and try again

Same thing is happening for me and Guilty Gear Strive. literally accessed the store through strive while it was running and it says i don't own it

Is steam ever going to do anything about this? Refuse to answer support tickets, staff closing threads all the time but cant do anything about their problem? I can't even buy the basegame which it says I don't own, because 'you already own this item' - is my account just useless now and i have to buy the game and all dlcs again?

For anyone with the DLC issue stating you don't own the base game, until Valve fixes it, add any "free game" to your library, this will refresh it and allow you to purchase the DLC.
