Ever since today's outage, cannot sign in on desktop! Sits on "Loading user data.."
I've tried closing Steam via Task Manager, and I've also tried restarting my PC. Neither worked. I'm totally unable to open the Steam desktop app.

I can log into it in a web browser just fine, and on my phone.

Running the Steam installer and over-writing the existing install didn't help at all either.

I am fuming. There's no way to open some kind of support ticket!? WTF!?

Same here.

I managed to log in by forcing offline mode through login users.vdf but I can't access the servers or claim DLC I purchased.

My purchase went through and I can't even access it because Steam doesn't list it.

Also can't access my account details since it says "There was an error communicating with the Steam servers"

I’m in the same situation. Just sits at loading user data

I've submitted a support request detailing the problem and requesting an account refresh.
I suggest you do the same seeing as there's a higher chance they'll fix it if multiple people complain.

Use this link while logged in through the browser: https://steamhost.cn/help_steampowered_com/en/wizard/HelpWithSteamIssue/?issueid=707

Heh, just ran into this on my deck and thought some user file had gotten corrupted, even went as far as doing the 'repair OS' option in the recovery image just to hit the same issue once I logged back in.

So then I figured Id see if it was just steam in general so went to my desktop, logged out, went to log back in and now Im stuck at loading user data as well on my desktop. So something is definitely jacked on Steam's end. I submitted a help request as well
I have the same problem. Moreover, only with the main account (this one), so there is no such problem on the second account (children's) (I ticked the "account selection at startup" box). Moreover, this problem is on two computers at once.

It freezes during startup and that's it. Endless data loading.

This helped:
-no-browser +open steam://open/friends
You need to add it to the launch options in the desktop shortcut.

Oh my god, thank you!

Your solution let me finally log in without having to go into offline mode through the loginusers.vdf file first 😭

Hopefully Steam support answers tickets soon.
Update:
Steam support tried to tell me it was a network problem despite me telling them that: it's only been happening since yesterday's outage, I can log in through the same network on both the browser and my phone, my firewall was turned off during the tests and it worked when I turned off the browser sandboxing...

I requested an account refresh but my request has, so far, been ignored.
Not great.
i have the same problem, did send a ticket for account refresh but they told me to send them crash logs which don't exist
Same issue here. At lease thanks to this thread I know it's on Valve side and not on mine.
I removed the arguments from my shortcut and now I can launch Steam without them.
Not sure what changed...
Does it also work for anyone else without the -no-browser argument now?

I can't login even when I use -no-browser argument. Other accounts work fine.

For me it's still broken, with or without the "no-browser" argument

It just get overwritten on steam launch, Read only mode also does not help. It's such a weird bug.
