Alright, so first off, I tried everything I could find via search, and I already opened a support ticket, but I am supremely frustrated and I'm wondering if anyone has any ideas what else I could try.

Every time I try to purchase the game I'm currently trying to buy, I get the same error (see title).
I tried different payment methods, I tried using the steam beta, I tried clearing the download cache, I tried reinstalling steam, I tried restarting my PC, I tried purchasing via the mobile app.

I even tried getting the game in a bundle instead of the single game.

Any idea what else I could try while I wait (probably a long time) for support to get back to me?

I have the same issue when trying to buy DLC for a game i already own.
And similarly the problem persisted through different payments methods, browsers and devices.

Same here. Been looking through all these answers and nothing. Been busted for me since Steam went down yesterday.
It's still happening, and so far, support has asked me to:
- try via browser (didn't work)
- check with my bank (irrelevant, since steam won't let me open paypal in the first place)
- show them a screenshot of the game I'm trying to buy (at this point, just for testing, I've tried multiple different games, it's literally every game)

This is clearly somehow related to my account, which has never had an issue like this in over 10 years... I hope they fix it at some point, because right now, my workaround is buying steam keys at the humble store, which isn't how I want to keep doing this

that makes no sense, the DLC i'm trying to buy, RimWorld Odyssey, isn't region locked, discounted, or bundled.
And how high is this supposed threshold? I get the same error when I try to put €100 in my steam wallet.

Support is like "We've reached out to the publisher and hope they will be able to resolve the issue"

BROTHER. I tried buying 6 different games. The checkout system is the issue.

Yep it's another case of having to reach out to multiple people before you find the 1 person with a brain.
